Irish Development Land Market Review Q2 2025

This report provides an overview of the key developments in the Irish development land market during the second quarter of 2025, with an outlook for the remainder of the year.

Transaction activity in the development land market in quarter two was quieter than the previous three-month period with total spend for the Greater Dublin Area and the three regional centres of Cork, Galway and Limerick reaching €111 million. This comprised 17 transactions and was the lowest level of turnover recorded since the first quarter of 2023. However, when combined with the robust activity seen during quarter one, turnover for the first half of 2025 totalled €372 million, significantly ahead of the long term H1 average. Various policy measures announced by the Government in recent months are likely to have caused key stakeholders to put decisions on hold as they assessed the impact on the market. However, it is anticipated that transaction activity will improve during the remainder of the year and into the next few years as these policies are implemented.
